Governments are always contemplating alternative ideas to increase the death rate but normally just end up starting deadly wars for this task to be fulfilled. However, the general public were not willing to go to war for them any longer.
The answer, a synthetic biological weapon that could be delivered covertly and directly into as many humans as possible. The best way to perform this task would be to use "safe and effective" life saving vaccines.
The decision was made to create fear and panic in the world population about a natural threat from a new highly contagious deadly mutating virus, an organism that can jump and fly around infecting billions of people in a short period of time.
It was determined that due to hysteria, fear and anxiety, the people would ultimately kill themselves by begging for a protective, "safe and effective" vaccine that was ultimately made to cause mass suffering and death for the purpose of lowering population growth aka depopulation.
Governments around the world have agreed that overpopulation is the most serious threat so they could think of no better way than to have the human race commit mass suicide for the ultimate humanitarian sacrifice!
